Position Description
Description
The City Recorder serves as the City of McMinnville's Chief Elections Officer and is the primary Custodian of Records for the City. As the City's historian, the City Recorder is responsible for maintaining a variety of records including historical documents, contracts, resolutions, and ordinances. The City Recorder is also responsible for maintaining the City's Charter and the Municipal Code.
Essential functions of the City Recorder include but are not limited to:
- Provides confidential administrative support to the Mayor, Council, City Manager, and Human Resources Manager.
- Administers statutory obligations of the City Recorder including maintaining the City Seal, serving as the City's historian and archivist, and developing and maintaining a comprehensive records management system.
- Serves as elections officer for the City, ensuring compliance with applicable Oregon Revised Statues and Oregon Administrative Rules while coordinating and conducting City elections.
- Acts as liaison between Mayor, Council, City Manager, Department Directors, and the general public.
- Provides records requests to residents, civic groups, the media, and other agencies as requested.
- Oversees the tracking of agenda items, preparation of materials for Council meetings, and works with City departments to ensure agenda items are complete.
Ideal candidate
We're looking for a highly organized, detail-oriented City Recorder to join our City's administrative team. Ideally, the successful candidate is knowledgeable about the principles and practices of public administration for elected council/commission operations and has a strong understanding of record management. The City Recorder has a solid foundation in leadership, ethics, and public management and skillfully remains politically neutral in the workplace. This is a confidential position so the City Recorder must be able to keep information confidential while engaging in City business with elected officials and the general public.
The City Recorder is responsible for taking minutes and supporting the Mayor and Council at bi-monthly City Council meetings and monthly City Council work sessions. The ideal candidate will be able to work a flexible schedule that includes evening meetings.
Ideally, the City Recorder will hold a Bachelor's degree in public administration or business and have at least four years of progressive administrative support or records management experience. Prior experience working in a local government is desired.
The City Recorder is expected to obtain their Certified Municipal Clerk Certification (CMC) within two years of hire.

City Structure
The City of McMinnville has a great deal to offer the new City Recorder, including a supportive Mayor, City Council, City Manager, staff, and community. McMinnville has a Council-Manager form of city government. It is a full-service city with 230 FTE providing a broad range of public services including police and fire protection; ambulance services; municipal court; wastewater treatment; street maintenance; engineering and planning services; building permitting and inspection services; parks, recreational and cultural activities; and a municipal airport.

It is the City's goal for the new City Recorder to begin their duties in November 2019. The following tentative timeline applies. Please note candidates may be evaluated through a series of phone, video conference, and/or in-person interviews.
